Commissioned by Erasmus Investment International SA, GreenDreamCompany developed a national tourism masterplan for Rwanda. Rooted in our vision of meaningful tourism and inspired by the Ubuntu philosophy, we created a strategic concept that connects nature, culture, and immersive hospitality in a future-oriented, sustainable framework.

The plan envisioned five distinct tourism developments — anchored by a central experience in Kigali and supported by four thematic satellite destinations. Each concept was designed in harmony with its specific landscape, cultural identity, and regional potential, ensuring balanced growth and deep visitor engagement.

Our ApproachFrom storytelling to strategic development

Our strength lies in combining cultural imagination with strategic planning and international expertise in immersive hospitality. For this masterplan, we provided:

  • Concept development based on storytelling
  • Structuring of investment models and financial strategy
  • Stakeholder management (public, private, and community actors)
  • Sustainability and feasibility studies
  • A national business plan connecting all five developments into one unified vision

To support implementation and alignment among key stakeholders, the complete vision was published in a dedicated project book — a comprehensive and narrative-driven document, fully developed according to storytelling principles. It captured not only the strategic and operational blueprint, but also the emotional and cultural essence behind each concept, making the plan both actionable and inspiring.

A Connected Network of Destinations

  • The strength of the Rwanda Tourism Masterplan lies in the way five distinct locations were woven together into one coherent experience — each with its own identity, yet all reinforcing a shared story of cultural depth, ecological richness and immersive hospitality.
  • At the heart of this vision lies the Cultural Experience Park Kigali, a dynamic hub in the capital designed to showcase Rwanda’s cultural pride and serve as the gateway to the broader tourism network.
  • On the shores of Lake Kivu, the Lake Kivu Eco Resort offered a place of serenity, wellness and reconnection — perfect for travellers seeking rest in nature’s embrace.
  • Deep within the southwestern rainforests, the Nyungwe Rainforest Experience celebrated biodiversity and eco-education, inviting visitors into one of Africa’s most pristine natural environments.
  • In the east, the Akagera Savannah Lodge combined adventure, wildlife, and panoramic savannah landscapes into a high-end safari experience rooted in local heritage.
  • Finally, at the foot of the volcanoes in the north, the Volcanoes Eco Retreat was conceived as a community-driven destination, blending immersive nature experiences with authentic local encounters.
  • Together, these five developments formed a unique tourism infrastructure — diverse in theme and geography, yet united in vision, values and long-term purpose.

Our ChallengeWhen ambition meets shifting realities

After the successful completion of the masterplan, Erasmus Investment made a strategic decision to withdraw from all African projects. As a result, the funding for implementation was discontinued — a significant disappointment, particularly for our Rwandan partners, who had embraced the vision with great enthusiasm.

To keep the project alive, GreenDreamCompany initiated Ubuntu Impact Investments, a purpose-driven investment vehicle. Despite strong local support and a well-developed plan, this alternative route proved unfeasible at that time.

Together with the consortium, GreenDreamCompany and Ubuntu Impact Investments continued to actively pursue the advancement of the Rwandan projects. Despite a strong commitment and focused efforts, the necessary development capital could not be secured within the required timeframe.

Since then, GreenDreamCompany has evolved into a dedicated strategic and creative contractor. We no longer invest directly, but continue to develop future-oriented concepts and masterplans — in close partnership with governments, developers, and impact investors.

Our CommitmentRwanda remains close to our hearts

Although the masterplan was not realised, its foundation remains strong. The concepts are well-developed, the local partnerships were built on mutual respect, and the vision is as relevant today as it was then.

GreenDreamCompany continues to believe in Rwanda’s potential as a destination for meaningful tourism and immersive hospitality. We remain open to new collaborations with partners who recognise the long-term value of culture-driven development. With the groundwork laid and our commitment unchanged, we are ready to reengage — whenever the right opportunity arises.

Looking AheadA blueprint for other regions

What we created for Rwanda, we can create elsewhere. This masterplan serves as a scalable model — adaptable to other countries, regions, or cultural landscapes.
